Oklahoma City - A man accused of first-degree manslaughter for a fatal traffic accident had been repeatedly arrested for other traffic accidents or erratic driving.
But Kenneth Lee Russell was allowed to continue driving despite being arrested three times in the two months preceding the July 24th accident that killed John Ira Cary.
The 86-year-old Cary was a retired highway worker.
Russell blamed an unknown medical condition for his driving trouble after a July 8th crash and Warr Acres police say he told an officer he had "palsy or Parkinson's disease."
An officer warned Russell to stop driving before he killed someone and asked the Department of Public Safety to review Russell's driving status.
Russell was driving again on July 24th when he veered left of center in his pickup truck and crashed head-on with Cary's car.
