Gov. Fallin to Talk Tax Cuts at State of the State Address

An overcrowded prison system and a child welfare system that has drawn criticism for failing to care for vulnerable children are just some of the problems facing lawmakers who return to the state Capitol on Monday.

The Legislature will convene on Monday to hear Gov. Mary Fallin deliver her second State of the State address.     

Lawmakers also will be looking at ways to overhaul the state's tax code with an eye toward further reducing the personal income tax.     

The governor said last Thursday that she will unveil plans this week to simplify the state's tax code and cut personal income tax for most Oklahomans.

Fallin said her proposal, which she has been working on for five months, would not require an increase in other taxes and could become one of the lowest income taxes in the country.

Unlike last year, the state's revenue picture has improved dramatically.

Last year lawmakers were forced to slash agency budgets by as much as 9 percent to make up for a budget shortfall of $500 million.

This year's hole is expected to be closer to $100 million.
