Cell Phone Bill Shock Complaints Drop

A victory if you use a cell phone. The F-C-C says far fewer Americans are complaining of "bill shock".  That's the moment when you open your cell phone bill and see big charges because someone on your plan went way over. 

It's been a year since big phone companies agreed to send alerts if you get near a limit on minutes, texts and data.  The F-C-C says companies haven't quite completed all the requirements, that should happen by April.
