Presenting a Budget During a Mayoral Campaign: Advantage or Disadvantage?

Mayor Dewey Bartlett presented his budget proposal yesterday.

The budget year begin in July.

The primary election is in June.

So Bartlett needs to push through a budget and campaign at the same time.
