Former Owasso City Manager Cleared by Grand Jury

In a 5:30 p.m. press conference, former Owasso City Manager Rodney Ray said " I got maybe the best Christmas gift that I've ever had in my life."

Ray was accused nearly 6 months ago for embezzlement and for private charges involving writing bogus checks to Clear Tone Hearing Aid Laboratories in Sept. 2010.

The Owasso City Council voted to place Ray on administrative leave in May 2013 after petitions were circulated asking for his resignation in May. Ray then put in his resignation, which went into effect on July 1, 2013.

It's been 6 months where I've had to remain silent and quiet about all of the issues that have been going on here," Ray said. "I believe very strongly in the American system of justice...I think this proved and showed that when there are unsubstantiated allegations, that 12 righteous men and women will do a great job of coming up with a common sense solution..."

The grand jury found that there was not enough evidence to charge Ray with anything involving the embezzlement charges.

Ray's resignation cost the city $185,073. That breaks down as $60,073 of severance money, $100,000 as of July 1 from his accrued deferred compensation account and another $25,000 of deferred compensation as of Dec. 31, 2013.

Rodney still faces private charges for allegedly writing bogus checks.
