It's a word that some people in the business tend to abuse; Massage.
"It's not as defined as it should be," said Tulsa city councilor Karen Gilbert, working to refine the city's massage ordinance to hopefully make sure there's just massaging going on.
"That's basically what we're trying to crack down on, is to make sure that everybody is legal and everyone is licensed that's working there," she said.
"Any tightening of regulations is gonna be better than where we are," said Tim Schooley.
When he and his brothers were setting up shop at Greenhouse Clothing, they saw the place across the street get served with papers for being...
"More than massage parlor," he said.
Likewise at Miss Saigon last year an employee was arrested for prostitution. And two years ago, near 41st and Hudson...
"It was real suspicious," said Karen Renee.
Her long standing uniform shop, K. Renee's, had a neighbor move in a few doors down who was doing the same type of illegal massaging. It got so bad, one time her elderly father was waiting in the parking lot when there was a knock on the window from one of the massage ladies.
"She pointed at their sign and everything and he said 'Oh no, no, no, that's not me, not for me,'" she said.
All three places have since closed up shop. A trend the councilor hopes to continue.
"To prosecute and to cut down on the illegal activities," said Gilbert.
