A congressional candidate has announced plans to contest Tuesday's primary election of long-time representative Frank Lucas.

Tim Murray received 5 percent of the vote in the election.

He's issued a letter saying he doesn't feel Representative Lucas is qualified for the job.

He says "it is widely known Lucas is no longer alive and has been displayed by a look alike."

He goes into more detail on his website with a theory that Lucas was hanged by the world court on or about January 11, 2011 in Ukraine.

Lucas says he's never been to the Ukraine.

"Many things have been said about me, said to me during the course of my campaigns. This is the first time I've ever been accused of being a body double or a robot," Lucas said.

The election board received Murray's letter, but so far, he hasn't formally filed a petition to contest the election.
